我住的社區有6棟大樓,蓋好3年,我住的是某棟2樓,昨天管委會請人來洗水塔,昨天約5：50下班回家,發現客廳臥室都是淹水!!最深處達3~4公分高！！馬上打給建商業務,管委會主委跟清洗水塔的廠商來善後清理,目前是認為由陽台的雨排孔洞冒水淹至室內,有部份衣物跟電器浸水損壞,目前3方說法如下：
1.建商認為是洗水塔廠商在頂樓一次洩水量太多,或頂樓其它的排水孔沒開(?)水壓太大倒灌進2樓,亦或管委會未清理大樓水管,有可能部份水管有阻塞的情形未清理,應該要跟管委會反應要清理水管,建議我在陽台另做一個洩水孔讓水流出去。
2.洗水塔廠商則認為他們快11：00才上頂樓清洗,但約9：00就有同棟3樓住戶(我家正上方)跟管理室反應陽台冒水,所以沒有直接關係。
3.管委會主委則傾向認為是建商管線設計不良,因2樓其它2戶(包括我這戶共3戶)也曾發生過廚房、陽台或廁所的排水孔冒出一堆泡泡跟水(廁所冒出來的水有時還是溫的)，而且別棟的2樓也曾發生類似淹水事件。
管委會會在近日召開協調會,討論後續事宜,想請問各位大大們：
1.我該向誰求償財產損害的部份？
2.淹水原因有沒有公正單位或人員能確認原因？還是都只能各說各話,互推皮球？
買個車都還有3~6年的保固不等,花幾百萬買間房,有問題建商一直是推個一乾二淨！！難道一點自保的方法都沒有？！！
