　　特斯拉概念早盤繼續呈現強勢活躍，盤中相關的鋰電池、充電樁概念股繼續活躍走強，從早盤盤面看，金瑞科技(600390,股吧)（600390）繼續一字漲停，西藏礦業(000762,股吧)（000762）也在早盤大幅高開9.82%，振華科技(000733,股吧)（000733）、臥龍電氣(600580,股吧)（600580）、江蘇國泰(002091,股吧)（002091）、長城電工(600192,股吧)（600192）、比亞迪(002594,股吧)（002594）、天齊鋰業(002466,股吧)（002466）、路翔股份(002192,股吧)（002192）等概念股盤中繼續走強，相關個股漲幅超2%，南都電源(300068,股吧)、均勝電子、贛鋒鋰業(002460,股吧)、萬向錢潮(000559,股吧)等個股也在盤中呈現小幅上漲，特斯拉概念再度掀起市場炒作風。市場對特斯拉概念的炒作已持續較長時間，相關概念股已積累了較多的獲利盤，建議投資短期可可做獲利了結操作。

　　訊息面，財政部日前印發《關於進一步做好新能源汽車推廣應用工作的通知》，明確將現行補貼推廣政策執行到2015年12月31日，並對2014年和2015年的補助標準作出調整。

　　根據財政部去年9月發布的通知，純電動乘用車、插電式混合動力（含增程式）乘用車、純電動專用車、燃料電池汽車2014和2015年度的補助標準將在2013年標準基礎上下降10%和20%。《通知》則將上述車型的補貼標準調整為：2014年在2013年標準基礎上下降5%，2015年在2013年標準基礎上下降10%，從2014年1月1日起開始執行。《通知》稱，為保持政策連續性，加大支援力度，上述補貼推廣政策到期后，中央財政將繼續實施補貼政策。具體辦法另行公布。

　　同時，財政部近日還公布了第二批新能源汽車推廣應用城市名單，支援沈陽、長春等12個城市或區域開展新能源汽車推廣應用工作。

　　節后市場對新能源汽車的炒作仍未退潮，在特斯拉宣布進軍中國新能源汽車市場刺激下，市場掀起了電動力汽車炒作，前期國務院總理李克強調研比亞迪，再為新能源汽車掀起市場炒作風，而今美國有望全面推廣新能源汽車，將再次點燃市場對新能源汽車的炒作風，在連續的利好訊息刺激下，新能源汽車有望后期繼續走強，投資者可繼續關注。

http://udn.com/NEWS/DOMESTIC/DOM4/8474616.shtml 拆廣告拿禮券 彰縣府再加碼 【聯合報╱記者郭宣?／彰化報導】 2014.02.10 03:36 am 廣告業者貪圖方便四處張貼違規廣告物，造成環境髒亂，彰化縣 環保局祭出獎勵措施，民眾拆10公斤換超商禮券100元，光6個月 民眾拆掉9公噸；彰化縣環保局昨天再加碼，民眾累積拆滿100公 斤再加贈100元禮卷。 廢棄物管理科科長萬滋澤表示，去年7月環保局推出拆違規廣告 物換超商禮卷，大受民眾歡迎，6個月民眾拆了15萬2000張違規 廣告物，近9公噸，堆疊後能達到台北101高度。 不過，民眾不能看到街頭廣告物，就亂拆一通，萬滋澤說，依廢 棄物清理法及彰化縣懸掛廣告物管理自治條例規定，只要經過公 告的違規廣告物，民眾拆除沒有問題，但街頭上若懸掛有核准字 號的「羅馬旗」付費、或公益廣告，就不能拆除，否則恐怕涉毀 損等問題。 他說，違規廣告物有貼紙式（搬家、開鎖、算命）、選舉看板、 房屋仲介、懸掛式布條、紙板廣告等，民眾拆除累積10公斤，能 換100元超商禮卷，累積至100公斤加碼再送100元超商禮券，若 超過300公斤加贈600元禮券，以此類推。 萬滋澤表示，活動至今發出近9萬元禮卷，春節後是違規廣告物懸 掛、張貼的高峰，環保局邀請大家清理環境，也為年後賺點收入， 活動即日起至27日止。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 42.67.120.245

寒流發威　今晨新竹低溫僅8.1℃

受到寒流籠罩影響，今天清晨最低溫為新竹的8.1℃，新屋及淡水低溫分別只有8.3℃及8.5℃，台北市最低溫也只有9.4℃。中央氣象局持續發布低溫特報，今起至周三深夜台南以北到宜蘭、金門、馬祖最低溫將降到10℃以下，沿海空曠地區最低溫僅8℃左右，加上下雨時間較長，濕冷的情況相當明顯，提醒民眾要做好保暖準備。
 
由於水汽及低溫條件配合，今晨包括玉山、合歡山等高山地區都傳出降雪。氣象局表示，玉山從今天清晨6時開始下雪，到上午9時為止下雪情況持續中，目前積雪已經有7公分。
 
氣象局今天也持續發布大雨特報，受到華南雲雨區東移影響，今天北部地區及中部、東部山區有大雨發生機會，尤其在基隆北海岸不排除有局部豪雨出現，民眾要注意坍方、落石及土石流。
 
氣象局提醒，這波寒流預計周四白天起稍微減弱，但各地僅回升2到3℃，氣溫依舊偏低，而未來1周持續受到華南雲雨區影響，全台各地都有短暫雨，尤其中部以北及東半部地區雨勢較為明顯。（張勵德／台北報導）

國中會考簡章公布 違規採記點制

首屆國中教育會考簡章今天於各招生區主辦學校網站公布，較特別的是違規採「記點制」，點數與扣分關係，各招生區略有不同。

103年國中教育會考將於5月17日、18日舉行，國中應屆畢業生必須參加，免收報名費。

會考的考試規則和基本學力測驗差異不大，較特別的是違規處理，會考只分「精熟」、「基礎」、「待加強」3等第，一般違規行為採記點方式，例如手機隨身帶在身上記2點，提早翻閱題本記2點，放在教室後方的手機發出聲響記1點。

至於點數與扣分的關係，主要原則是違規1點扣會考總積分的1％，2點扣會考總積分的2％，由於各招生區會考總積分略有不同，換算結果就會有差異。

相關資訊可參考各考區會考試務會網站，例如台北考區為和平高中，新北考區為新店高中，中投考區為台中二中，高雄考區為鳳山高中。

Feb, 2014 by 賴意文 自由球員先發投手Bronson Arroyo與亞利桑納響尾蛇達成協議，雙方將簽下2年總值2350 萬美元(約7.1億新台幣)合約。響尾蛇總裁Derrick Hall今天(8日)證實了雙方將會簽約的 消息。 這個月將滿37歲的Arroyo，上週曾表示他不懂為什麼沒有人向他開出合約，不過這1週來 與Arroyo相關的傳聞不斷，據傳包括響尾蛇、洛杉磯道奇與巴爾的摩金鶯，都對他有興趣 。 最終Arroyo選擇與響尾蛇簽下2年合約，外帶第3年球隊選擇權。接下來2年他的年薪分別 都是950萬美元，2016年球隊選擇權為1100萬美元，買斷金450萬美元。 過去連續9年Arroyo都至少投滿199局，每年全勤沒有受過傷，這9年來在對打者較有利的 波士頓紅襪與辛辛那提紅人主場出賽，他還是繳出4.10的自責分率成績。2005年至今，沒 有任何投手比他先發過更多場比賽。 儘管年齡是Arroyo較令人有疑慮的部分，但耐投的他近3年還是投了603局，繳出自責分率 4.19的成績。加入響尾蛇後，Arroyo將成為響尾蛇先發輪值中最有經驗的成員。 在Arroyo簽約的消息傳出前，響尾蛇總經理Kevin Towers才剛在稍早前的記者會中表示： 「如果在先發投手部分能多一點陣容的深度，那會是很不錯的事。如果有適合的、我們認 為能增添深度，讓我們成為更好的球隊的人，我們當然會考慮。」 與Ervin Santana、Ubaldo Jimenez等其他尚未簽約的自由球員先發投手不同，Arroyo的 原球隊辛辛那提紅人並未向他提出合格報價，因此簽下他的球隊不會因此損失選秀權。稍 早前的記者會上Towers說：「首輪選秀權相當重要。我沒有辦法代表其他29隊說話，但只 有特別的球員才能讓我們願意放棄首輪選秀權。」 新聞連結： http://ppt.cc/xcs- -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 140.119.120.6
