【李光濱／花蓮報導】花蓮縣1名35歲何姓竊盜通緝犯，前天駕駛白色小客車行經吉安鄉中華路2段時，被眼尖的仁里派出所巡邏員警發現形跡可疑攔車盤查，何男將車開入巷子內後棄車逃逸，但他跑不到50公尺，就被有「飛毛腿」之稱，警專剛畢業的警員楊煜文追捕到案。

派出所同事說，楊煜文在就讀花蓮高中時體力就特別好，參加過籃球隊、田徑隊都名列前茅，在讀警專時3000公尺的體測中還跑出了12分30秒的佳績，當竊賊獲悉栽在「飛毛腿」的手中後，也只能一臉苦笑。

（軍聞社記者劉育然臺北四日電）近期國內傳出流行性腦脊髓膜炎確診病例，其中一例引發敗血症嚴重病情，國防部軍醫局呼籲官兵做好消毒工作，並減少出入擁擠、密閉的公共場所，落實勤洗手等良好個人衛生習慣，有效避免病毒感染，確維部隊戰力。

軍醫局表示，流行性腦脊髓膜炎最為常見的症狀有發燒、劇烈頭痛、噁心、嘔吐、頸部僵直、出血性皮疹、瘀斑及神經學症狀，如精神錯亂、昏迷、抽搐，為猝發性疾病的一種。

　軍醫局進一步表示，流行性腦脊髓膜炎好發於冬、春兩季，每年11月至隔年3月易造成流行，其中又以1歲以下嬰兒，及15至24歲的青年為主要好發的年齡層；學校、宿舍、新兵訓練中心等生活擁擠處，則是較易流行的場所。

　有鑑於此，軍醫局提醒各單位，應改善部隊生活環境，保持室內良好通風，避免群體生活空間過度壅塞；一旦發現疑似病患（發燒超過攝氏38度），應立即送醫治療，並追蹤曾與病患密切接觸的鄰兵，掌握其身體狀況，若出現發燒等症狀立即送醫診治，避免群聚感染效應擴大衍生。

　至於個人保健方面，則應避免接觸病人或帶菌者的鼻咽分泌物、飛沫，養成良好的個人衛生習慣，並避免出入擁擠、密閉之公共場所；並針對病患較常觸摸、活動的區域，以及洗臉槽、垃圾桶等可能接觸口鼻分泌物等地點，進行消毒藥水噴灑作業，澈底落實預防工作，以維官兵健康。

立法院司法委員會今日上午初審通過刑法第315條之一條文修正草案，無故利用工具或設備窺視、竊聽他人非公開活動、言論、談話或身體隱私部位者，或是無故以錄音、照相、錄影或電磁紀錄竊聽他人非公開活動、言論、談話或身體隱私部位者，處三年以下有期徒刑、拘役或三十萬元以下罰金。

提案修法立委李俊俋表示有關罰金規定不符時宜，將原3萬元以下罰金提高至30萬元以下罰金，以增加法院審酌裁量空間。
