【高堂堯／南投報導】玉山昨晚間7點45分降下今年秋天轉冬後第一場雪，持續至晚間9點半，今天凌晨又有短暫降雪，範圍自玉山山頂至排雲山莊，積雪最深達4公分；排雲山莊人員指出，目前山頂積雪約2.5公分，排雲山莊積雪已消融，至山頂沿途有結冰情形，昨天入住的92名預計攻頂的登山客，意外被降雪打亂計畫，其中有三隊14人因缺乏雪地裝備，已被玉管處勸退下山。
 
合歡山繼昨天下午下了幾分鐘冰霰，松雪樓人員指出，今天清晨7點左右又下了約30秒冰霰，不過氣溫不夠低，隨即轉為雨水。

【陳嘉恩／台北報導】衛福部食品藥物管理署副署長姜郁美今上午在立院社環委員會備詢時，被問到昨出刊的《商業周刊》驗出市售鮮乳含禁藥的問題，姜郁美答詢說，昨已針對相關鮮乳產品抽樣，其中81項一般性藥品的檢驗結果，「今天或明天一定出來」，應該是明天會公布。

姜郁美說，至於《商業周刊》檢出有代謝物質部分，這並不是平常的檢驗方式，食藥署已和《商周》委託檢驗的銘傳大學生物科技學系副教授陳良宇溝通，了解檢驗方式，這部分檢驗比較困難，須要多一點時間，預計需要1周。

【陳嘉恩／台北報導】環保署長沈世宏昨在國民黨中常會批評部分藝文界和環保人士是「政治外圍團體」，沈世宏今上午到立院社環委員備詢，遭立委連番砲轟質疑。綠委田秋堇在質詢時，秀出多張環保團體針對民進黨地方政府或民進黨執政時期抗議的照片，當她展示環保聯盟前會長陳椒華因抗議台南永揚掩埋場案遭黑道毆傷的照片時，激動詢問沈世宏：「陳椒華也是政治外圍團體嗎？」

沈世宏強調，他所說的只是部分的環保人士，有選擇性抗議的情形，並非針對所有人，「陳椒華前後一致，對她很佩服。」沈世宏並說，「我們很尊重環保團體的意見」、「環保團體是我們進步的力量」。田秋堇說，若沈世宏認為環團有選擇性關心案件的情況，那請他開出名單，有哪些案件是環保團體應該關切卻沒有去關心的，沈世宏則回應：「我不便開這樣的名單。」

【大紀元11月21日報導】（中央社台北21日電）全球最大智慧型手機晶片製造商高通（Qualcomm ）執行長賈可布斯（Paul Jacobs）表示，公司計畫以股利和庫藏股等方式，返還大約75%的自由現金流給投資人。

賈可布斯在紐約一項公司活動中表示，高通擬以比獲利成長還快的速度，提高股東股利。賈可布斯和其他經理人，向投資人簡報說明高通如何帶動營收擴張。

高通本月稍早預估2014年度營收成長約8%，相較於前3年平均成長31%。賈可布斯表示，智慧型手機需求仍強勁。「數據仍相當驚人，從現在到2017年間將有很多人使用行動寬頻系統。」

根據彭博彙編的數據，高通的股利殖利率1.97%，相較於半導體龍頭英特爾（Intel Corp. ）的3.66%。高通在2013年會計年度返還86%或67億美元的自由現金流給投資人。

高通股價收盤挫1.1%，報71.03美元，該股年來計漲15%，落後標準普爾500指數25%的漲幅。

高通推出最新可以處理高畫質影像和高解析度照片的Snapdragon處理器，以擴大行動電話方面領先地位。（譯者：中央社劉淑琴）
