衛生福利部部長邱文達今日率部內官員，赴立法院針對「油安行動」進行報告，其中，民進黨立委姚文智質詢「違反藥物GMP的產品，如何處置、是否下架？」衛福部官員未能充分答覆，揭示下一個民生未爆彈，可能是藥品安全問題。

姚文智4日在質詢邱文達時，針對食安問題提出多個問題，後話鋒一轉，他問道「藥物違反GMP製造部分，該如何處置？如果連續違反二次呢，是否需要下架？」對此，衛生部次長兼食品藥物管理署（TFDA）代理署長許銘能表示，產品是否下架須看臨床反應，而製造的部分則先停止製造有關藥品，邱文達則未針對此做出回應。

姚文智直指，他從衛福部網站上，查詢違反藥品GMP法規的製造廠，有些工廠甚至連續二年「嚴重違反GMP」規範，但衛福部似乎沒有積極處置，甚至沒有具體作為。對此，衛福部官員現場均無法答覆。

由於姚文智質詢時間終了，姚最後指出，希望衛福部不僅要看重食安問題，還要能正視藥品把關方面的作為，由於這是衛福部自家網站公布的資料，表示主管單位管理上有死角，希望社會各界能進一步監督了解。

【徐彩媚／嘉義報導】嘉義市環保局推動「以米代金、心誠則靈」活動，與轄內9家寺廟合作，只要民眾在敬獻紙上寫下大名，隨喜提供香油錢，廟方就會為每位信眾捐一斤的白米給弱勢團體。環保局污染防治科長孫意惇表示，截至10月底已募集790台斤，約可幫助3,000人，也減少226公斤二氧化碳排放量。
 
為號召更多寺廟和民眾響應，環保局今天邀請文財殿主委高樑晉，將白米捐贈給人安基金會嘉義站長黃宸宏。高樑晉表示，文財殿響應「以米代金、心誠則靈」活動，目前已募集50斤的白米，除減少污染外，也將信徒敬神的白米，提供給社會需要的人；還能將紙錢減量，落實環保，別具意義。
 
環保局表示，以往傳統敬神，信眾為求誠意往往燃燒大量紙錢，造成空氣污染又排放二氧化碳，本年度推動「以米代金、心誠則靈」活動，截至目前為止，已減少燃燒紙錢151公斤，減少二氧化碳排放226公斤，更降低各項污染物排放約19公斤。這些成果不僅讓以往的敬神活動更環保，也多了誠意和功德，又可幫助弱勢，籲請民眾多多響應，做功德，一起做環保愛地球。
 
人安基金會指出，他們會將信徒們挹注的愛心白米，發放給街友、獨居長輩、清寒單親媽媽等弱勢民眾。以米代金活動共有文財殿、大天宮、朝天宮、北安宮、王靈宮五顯帝廟、南恩禪寺、震安宮保生大帝、先天玉虛宮及慈玄宮等9家寺廟共同參與，受贈白米單位包括人安基金會、慈濟功德會、仁愛之家等。

【蔡進男／基隆報導】基隆市1名37歲曾姓男子，前天深夜攜帶毒品在基金一路1處社區大樓旁，遇到大武崙派出所巡邏警車，曾男企圖閃避，被所長黃柏銘眼尖發現，趕緊下車攔檢，當場查到2小包安非他命，曾男希望能減輕刑罰，坦承家中還有一些毒品，並帶警方前往住處。

不料警方抵達曾男住處門口時，就聞到一股濃烈的K他命味道，警方開門進去曾男住處，當場發現曾男的林姓女友正在家中吸食K菸，林女則愣住不知所措。警方隨後查扣K他命76公克、搖頭丸11顆、神仙水9瓶及安非他命咖啡包等毒品，將這對毒鴛鴦帶回訊問，訊後依違反《毒品危害防制條例》移送法辦。

【李忠謙／綜合外電報導】蘇格蘭野生自然保護委員會（Scottish Natural Heritage）與官方旅遊組織「訪問蘇格蘭」（Visit Scotland）舉行蘇格蘭「最受喜愛的野生動物」票選活動，結果金雕（golden eagle）以最高票奪冠，二到五名是紅松鼠（red squirrel）、赤鹿（red deer，又稱歐洲馬鹿）、水獺和港海豹（harbour seal）。

蘇格蘭環境部長維爾豪斯（Paul Wheelhouse）說：「蘇格蘭現在是金雕在英國境內的棲息地，這種鳥類雖然在過去兩個世紀遭遇幾乎絕種的命運，但牠們現在在蘇格蘭復育得很好。」在12417張選票中，金雕拿下4773票、紅松鼠2523票、赤鹿1819票、水獺1794票、港海豹725票。

【李忠謙／綜合外電報導】一名愛沙尼亞工程師尼爾森（Mait Nilson）前天（2日）駕駛水陸兩用車從愛沙尼亞首都塔林出發，啟程環遊世界。尼爾森預計將征服6萬公里路途（包括海上行程），將在明年8月返回愛沙尼亞。

44歲的尼爾森所駕駛的水陸兩用車，是由豐田越野休旅車Land Cruiser所改裝，除了能夠在水上「行駛」，車上還改裝了爐灶與簡易廁所。這位機械工程師過去7年都在計畫這趟環遊世界的旅程，前天他在大批支持者歡送下離開塔林。尼爾森說，環遊世界從10歲起就是我的夢想。

從愛沙尼亞出發後，尼爾森預計這趟旅程將途經拉脫維亞、立陶宛、波蘭、斯洛伐克、斯洛維尼亞、義大利、法國、西班牙、摩洛哥、茅利塔尼亞、塞內加爾、維德角、巴西、阿根廷、智利、祕魯、哥倫比亞、巴拿馬、尼加拉瓜、宏都拉斯、瓜地馬拉、墨西哥、美國、加拿大、俄國。
