【葉國吏／綜合報導】家有惡鄰是讓許多人相當頭痛的問題，荷蘭阿姆斯特丹市，最近在推行一項及受爭議的政策，就是強行將這些「反社會行為」的問題居民，強制搬遷到同一區域統一看管。

香港《蘋果日報》報導，荷蘭阿姆斯特丹市在南部找了一塊廢棄荒地，將貨櫃改建成一間間的平房，並取名為「人渣村」(scum village)。官方會有這項政策，主要是因為阿姆斯特丹每年接獲1.3萬宗鄰里糾紛投訴，已經嚴重造成財政負擔，所以市府才決定將這些「魚肉鄉民」的惡霸，強制遷離到只提供基本公共服務的「人渣村」，接受警察及社工的全天候監視、輔導，最少要待上半年後，並視情況是否有所改善才准回家。

【陳方瑩／南投報導】南投縣關懷動物協會今天在埔里鎮樹人路夜市廣場，舉行一場另類「貓靈狗靈超度法會」，現場掛滿近年協會處理的虐死、病死貓狗照片，並準備兩艘法船，及大批素食飼料、紙蓮花與紙元寶等供品，志工及飼主跟隨法師誦經超度，希望無主的貓狗靈放下執著，原諒曾經拋棄、虐待殘殺牠們的人類，早日脫離苦海。

理事長李虹真指出，協會每年受理棄養及施虐動物中，超過250隻死於非命慘不忍睹，其他未被發現及時搶救的，更是不勝其數，呼籲民眾愛牠就不要拋棄牠，眾生平等尊重生命。
