【大紀元2013年10月28日訊】(據民視新聞報導)台灣四面環海，但不見得每一個地方都適合潛水，因為有的地區海洋資源枯竭，海底下一片光禿禿，於是花蓮七星潭有一群潛水客興起復育軟絲的念頭，聽起來很不可思議，但是大家憑著一股傻勁，花了一年多的時間，看到軟絲寶寶從卵鞘冒出來的那一刻，再多的辛苦都值得。

藍天、白雲和沙礫，花蓮七星潭，總是吸引許多遊客來這裡踏浪、逐浪，海上風景美麗，但潛入水底，卻是一片光禿禿，七星潭海面下，既沒有珊瑚，也沒有礁岩，更別提有什麼令人驚艷的海底生物，不過最近有了變化。

一群潛水客，有鑒於海洋資源枯竭，決定復育海底生物，他們選擇，逐岸而居，而且容易生存的軟絲著手，選用環保耐水又耐鹽的竹子，做成軟絲的育嬰房，吸引軟絲在這裡產卵。

看到軟絲成功產卵，參與復育的潛水客，興奮不已 ，看到小軟絲在卵鞘中掙扎，他們還得充當接生員，劃破卵鞘，幫軟絲寶寶，順利破卵而出。

令人雀躍的不只看到小軟絲，孵化成功，復育成效更是驚人，每一個卵鞘有6顆卵每叢人工魚礁起碼有100個卵鞘 30叢的人工魚礁復育量，至少就有1萬多隻軟絲，海底多了可愛的小嬌客，軟絲家族定居，也吸引了其他魚兒，與牠們為鄰，接下來，這群潛水客復育員，還要繼續復育珊瑚與海鰻，要替七星潭的海底世界，彩繪上豐富的色彩。

【大紀元2013年10月28日訊】（大紀元記者吳沃法國報導）移民問題再次成為法國人熱議的話題。右翼人民運動聯盟（UMP）主席高備10月22日宣佈，右翼將在年底之前提出一項針對出生地制（Droit du sol）法律的改革草案，旨在終止「父母是外國人，但孩子出生在法國，年滿18歲後，即可自動加入法國籍」的法律。這也就意味著給本來已嚴厲的移民政策，再添一道「保護牆」。

高備的這個「新移民政策計劃」得到右翼重量級人物、前總理菲永的認同。對於右派而言，移民是法國政治的第5大主要問題。高備說，改革不是質疑出生地制，但是如果父母在法國沒有合法的身份，即使小孩在法國出生，他（她）也不能留在法國，也不可能獲得法國籍。

如往常一樣，高備此次的新移民計劃引起很大的爭議，反對的聲音除了左派社會黨外，媒體也反應熱烈。

《世界報》：放棄出生地制，不可思議

10月23日，《世界報》發表評論說，要是放棄出生地制，令人難以置信。要知道，早期時，全球各國是基於國家血統論（la nation ethnique）的概念實行國籍血統制的，後來，是法國提出的改革，基於所有種族自由價值觀的「公民國家」（la nation civique）概念，實行了出生地制。之後，得到國際上許多國家響應，如美國、加拿大、英國、意大利……甚至德國也從2000年開始接受實施出生地制。

對右派的舉動，其它法國媒體亦大做文章。較為突出的是，媒體把政界人士的言論與現實情況做了客觀的比較。比如說，右派認為移民是法國的一大問題，但今年1月份兩家民調機構（Ipsos和TNS Sofres）的調查結果卻差別較大：前者說有70%的法國人認為移民太多，後者持同樣觀點的則是54%。

高備把法國的移民狀況與歐洲其它國家相比，認為法國的社會福利是最吸引外國移民的。但事實上，根據歐盟的一個機構Eurostat在2010年所作統計，那一年移民法國的人口為14.95萬，德國為31.7萬，西班牙為43萬，英國為49.7萬。另外，從全國總人口比例計算，2010年，沒有法籍但居住在法國的外國人口占總人口的5.9%，相比較德國是8.8%，西班牙是12.3%，英國是7.2%。

出生地制在法國的具體實施方法

在法國有兩種情況可獲得國籍。第一種情況是「血統制」，即父母是法國籍，其子女自動拿到法國籍。法國實行「血統制」至19世紀中葉後，改為「出生地制」，即無論父母持何種國籍，在法國國土上出生者，即可擁有法國籍。

出生地制在法國的具體實施中是比較複雜的，有三種情況。第一種情況是外籍父母擁有合法居留身份。在這種情況下，孩子並不是一出生即可獲得法國籍，而是必須先獲得法國長期居留證，有效期為5年，可延期兩次。當小孩長大到13歲，並且必須要在法國居住和上學滿5年後，經父母的同意方可開始申請入法國籍。同樣條件，到了16歲後，子女可以自行決定申請加入法國籍。只有到18歲時，其身份才可自動轉為法國籍。

第二種情況是，外籍父母不擁有合法的身份，這樣他們在法國生下的孩子也不會有居留證，所以不能申請加入法國籍。

第三種情況是，父母是在1962年以前在阿爾及利亞法國殖民地出生的，其在法國出生的子女可自動獲得法國籍。

【林泊志／宜蘭報導】國立宜蘭教養院收容中、重度智能障礙的院生193人，但每個月光是糧費就是沈重負擔，三星鄉公所拋磚引玉，今天捐出150公斤的三星米給教養院，盼減輕負擔。
 
三星鄉長黃錫墉表示，宜蘭教養院照顧的院生眾多，每個月就吃掉1.2噸的米，是農民一甲地一年的收成，因此捐出每公斤售價75元、共150公斤的三星米給教養院，盼社會大眾能共襄盛舉，一起照顧弱勢。
 
宜蘭教養院夏靜漪說，為減低負擔，並把費用替院生設計更多技能學習課程，長年來教養院不斷向社會各界募款、募米，而地方上廟宇、民眾也都會在節慶後紛紛贈米，讓教養院減輕不少負擔。
 
夏靜漪指出，教養院從2010年開始和社區及友善小農合作，教導院生如何耕種與曬穀，嘗試自食其力，每年約有1、2000公斤的白米收入，近年也開始教院生製作肥皂，盼院生能習得一技之長，從過去被照顧的角色，也有學習技能，未來就能讓院生走出去，迎接社會。
 
三星鄉公所也贈與鄉內5個長青食堂，各150公斤白米。黃錫墉說，長青食堂的經營較為困難，儘管縣府雖有贊助，但經費有限，而老人要吃的好、吃的飽又吃的營養，費用十分不足，盼透過贊助白米，減輕負擔。
