美國舉債上限瀕臨觸頂，意味將超過借款最高額度，可以想像成信用卡刷爆，而美國政府現在就像是即將刷爆1張上限16兆6990億美元的信用卡，一旦出現倒債局面，恐將衝擊自身與全球經濟。

美國有線電視新聞網（CNN）報導，若持卡人消費達銀行限定額度，就會失去借款消費的能力，但信用卡刷爆並不代表能夠停止支出，持卡人支付帳單的同時，還得繼續購買生活必需品以及支付電費等，這代表他可能必須再申辦1張新卡。

這和美國政府必須採取的措施相似。儘管舉債上限已觸頂，政府仍無法停止支付先前累積的債務或支出，原因是有太多義務必須履行。政府必須有錢支付債務利息、士兵薪資、醫師健保給付，以及修橋鋪路等費用，因此，總統必須要求國會同意提高國家舉債上限。

美國舉債額度料將在10月中旬前後突破法定上限，除了國會表決通過提高舉債上限外，美國政府別無對策。財政部先前已運用「非常措施」挪出財政空間，讓政府得以繼續應付開支。

根據兩黨政策中心（Bipartisan Policy Center）報告，這回舉債上限一旦觸頂，財政部也無能為力。政府將無力履行30%的義務，將對全球及美國經濟帶來「災難性」後果。

根據線上消費資訊集團About.com，舉債上限可迫使總統與國會進行討論，對財政政策更為負責，否則美國年度預算赤字將使國家債務節節升高。一般來說，政府採赤字支出通常會促進經濟成長，唯一的疑慮是當債務佔國內生產毛額（GDP）比率太高、超過90%時，債主恐怕會擔心負債國無力創造足夠收益，以付清債務。

基於這項原因，國會和總統通常會同意調高舉債上限，過去10年，國會調高舉債上限多達10次。

財政部長路傑克（Jack Lew）9月25日警告，美國舉債額度將於10月17日達到法定上限。許多共和黨眾議員表示，唯有新年度預算不納入歐巴馬健保法所需經費，才會同意提高舉債上限。

舉債額度逼近觸頂時，財政部可以停止發行短期國庫券，並自退休基金借用部分經費，但非社會安全或健保經費。一般來說，政府可以從聯邦準備銀行提出大約8000億美元來運用。

舉債額度一旦觸頂，財政部無法拍賣新的國庫券，而必須仰賴稅收支付聯邦政府不間斷的開支。

倘若財政部最後真的無法支付利息，造成債務違約，將造成以下3個後果。第一，聯邦政府恐將無力支付任何公僕薪資或福利，必須關閉聯邦機構和服務。

第二，在二級市場出售的國庫券殖利率將提高，恐導致利率升高，使得經商和購屋成本上揚，導致經濟成長速度減緩。

第三，外國人將拋售持有的美元資產，導致美元重貶。
