日本股市1日在日本央行(BOJ)短觀數據報喜、日本首相安倍晉三宣佈將如期調高消費稅的激勵下走高，但美國政府機構17年來首度的關門令漲幅縮小。日經225指數終場上漲0.20%(28.92點)、收14,484.72點。東證一部指數下跌0.06%、收1,193.44點。

彭博社報導，日本央行(BOJ)1日公佈的2013年7-9月當季企業短期經濟觀測(日銀短觀)調查顯示，大型製造業者信心指數(DI)報12(註：代表樂觀者多於悲觀者)、創下2007年10-12月當季以來新高，遠高於4-6月的4，優於彭博社所作調查預估值(7)。

道瓊社報導，日本首相安倍晉三1日在執政黨官員會議上宣佈，消費稅將如期在明年4月1日自5%調升至8%。Thomson Reuters報導，日本政府一年稅收預估將因而增加8兆日圓(814.2億美元)。報導指出，日本預算赤字GDP佔比達10%；每年增加的債務規模逼近希臘、葡萄牙、愛爾蘭GDP的加總。

日本經濟新聞報導，零售業巨擘Seven & i Holdings Co.計畫自明年4月起在商品售價標籤上加註稅前售價。零售股受消費稅調漲消息影響普遍走低。三越伊勢丹控股下跌1.31%、收1,435日圓。J. Front Retailing Co., Ltd.下跌0.63%、收789日圓。Seven & i Holdings Co.跌0.28%、收3,570日圓。

NQN報導，Sony Corp.執行長平井一夫(Kazuo Hirai)1日在日本最大家電資訊科技展「CEATEC JAPAN 2013」受訪時表示，中長期而言財政穩定對國家跟企業來說都是利多。Sony小跌0.62%、收2,085日圓。

美國新會計年度預算遲遲未過關，迫使白宮宣布政府部門將自10月1日起關門。IHS Inc.預估聯邦政府局部關閉初期將令美國每天至少損失3億美元的經濟產出。Janney Montgomery Scott LLC首席固定收益策略師Guy LeBas預估，如果政府部門關閉21天(就像1995-96年)，美國第4季經濟成長率將因而縮減0.9-1.4個百分點。

【張麗娜／台北報導】行政院長江宜樺昨未能上台施政報告，總統府昨批評是因民進黨杯葛、反對造成憲政僵局。民進黨發言人林俊憲上午再次發表嚴正聲明表示，江宜樺侮辱國會、藐視國會，應就其不當言論向國會道歉。林說，江宜樺沒有上台，完全沒有影響到立法院運作，民進黨的立場是「拒絕江揆、會議照開、法案照審、立院運作不受影響」。

林說，立法院日前已通過審計長同意權，明年度中央政府總預算案也在朝野協商後付委，所有法案、議事運作都順利進行，完全沒有所謂妨礙立法院運作，更沒有所謂憲政僵局；如果有所謂憲政僵局，其實就是馬英九發動的政治鬥爭導致憲政危機，江宜樺身為行政院長，不僅沒尊重立法院，反而全力配合總統的政治鬥爭，出言不遜、藐視國會、污辱國會，民進黨強力要求江宜樺先向國會道歉，以維護國會的尊嚴。

林說，如有所謂憲政僵局，是馬英九自己發動造成，如要解決這個憲政僵局，是違法毀憲的馬英九應該要自動下台。

【沈能元／台北報導】北市上月9日架設「台北市食材登錄平台」網站，內有學校營養午餐、便當等專區，提供食材業者、來源等資訊，9月份最新統計，最常出現菜色前3名為高麗菜（249餐次）、番茄炒蛋（93餐次）、香滷雞腿（78餐次），瀏覽人次前3名分別為石牌國中738人、士林國中587人、仁愛國中583人。衛生局表示，學校營養午餐服務國中小從145所增至194所，家長可至平台關心孩子每日用餐狀況。

衛生局食品藥物管理處表示，上月9日食材登錄平台啟動迄今，瀏覽人次已有5579人次，平均每天293人次。衛生局將安排20場食材登錄校園巡迴宣導活動，讓學童們票選出心目中最喜歡的學校午餐菜色，預計11月完成票選。
