【大紀元2013年09月22日訊】星期六（9月21日）,肯尼亞首都內羅畢市內最高檔的「韋斯特蓋特」購物中心發生恐怖襲擊，至少有39人喪生，150人受傷。

據BBC消息，索馬里伊斯蘭極端組織青年黨宣稱，肯尼亞首都內羅畢一家購物中心發生的襲擊是他們發動的，他們這麼做是為了報復肯尼亞出兵索馬里。

索馬里青年黨在社交媒體上說，他們的攻擊目標是非穆斯林，而且在他們的攻擊開始之前，就已經讓購物中心內所有的穆斯林離開。

有目擊者說，大約在當地的中午時間，有蒙面槍手朝購物中心內投擲手榴彈。警方表示，槍手至少抓了6名人質。

肯尼亞警方已經包圍購物中心，試圖疏散裡面的人群，軍方直升機也在附近降落。BBC的特派記者索伊表示，有報導稱其中一名槍手被警察打死。肯尼亞當局要求媒體不要播出現場實況，以免攻擊者從中獲取最新消息。

肯尼亞美國大使館1998年遭到基地組織炸彈攻擊，當時有超過200人喪生，而這次攻擊則是那次爆炸襲擊之後，死傷人數最多的一次恐怖攻擊。

星期六的襲擊事件發生之後，國際社會予以廣泛譴責。有許多國際救援人員居住在肯尼亞，法國已經證實，有兩名法國公民在攻擊中喪生，美國和英國則表示，死者中很可能有他們的公民。

【綜合報導】 俄羅斯外交部昨（21日）在官方網站發表聲明，要求北韓對俄漁船在日本海遭其軍艦攔查一事做出解釋。據俄聯邦漁業署21日發佈的消息，這艘俄羅斯漁船計劃由俄遠東扎魯比諾港駛往南韓，船上裝有活蟹。

北韓海岸警衛隊前天（20日）在日本海對俄羅斯「阿爾泰」號漁船進行攔截檢查。俄方表示，北韓軍艦是在沒有與俄漁船取得聯繫的情況下逕行開槍，俄漁船船長隨後下令停船。北韓人員登船檢查詢問後，才將其放行，俄方漁船未受損、人員也沒有傷亡。

監察院長王建煊對關說文化深惡痛絕；他在其著作「公平正義何處尋」著墨甚多，主張為官者只要堅持原則，建立自己絕不接受關說的形象，應付關說並不難。

王建煊也透露，他到監察院已5年多，只接到1通關說電話。1位知名藝人打電話給他，說某個官員是她好朋友，快要被彈劾了，他是個好人。這位藝人才講了幾句話，「我就立刻打斷她的談話」，告訴她，監委獨立辦案，做為院長也不能干涉辦案。他要藝人直接到監院陳情，結果這藝人就沒再說什麼了。

王建煊去年出版了1本書「公平正義何處尋」，有關關說的談話、命題就有3篇，分別是「人事關說，一律封殺」、「關說3不政策」及「應付關說並不難」。

在「應付關說並不難」的文章，王建煊說了1個故事。他說，有1次在行政院，幾位部會首長，向前行政院長郝柏村報告事情，之後在閒聊時，1位首長說，現在立委關說的案子很多，真是讓人受不了。

郝柏村當場說：「你們都說立委關說多，我怎麼都沒人來關說呢？」這時，有位首長半開玩笑說，院長是軍人出身，有威嚴，而且院長的粗大眉毛，只要皺1下，別人就知難而退了。

王建煊認為，這雖是開玩笑的話，但也含有很大的哲理。那就是一旦絕不接受關說的品牌打出來，關說的人就知難而退了，關說也就自然減少。

王建煊表示，關說依序有3個關鍵點，首先是發動關說的人，其次是替人關說，最後是接受關說。要杜絕關說，必須謹守3不政策，即不找人關說、不替人關說，不接受關說。只要其中1項說NO，關說就不會成功。他在財政部長任內，就是實踐這3不政策。

法新社報導，與蓋達組織（Al-Qaeda）掛鉤的索馬利亞青年黨（Shebab）今天發推文宣稱，肯亞首都奈洛比購物中心遇襲案是它主使的，目的是報復肯亞在索馬利亞的軍事干預。

青年黨在推文中表示：「聖戰士今天中午左右進入西門購物中心（Westgate Mall），目前仍在購物中心內，在他們本身的地盤上打擊肯亞異教徒。」

青年黨又說：「肯亞人正在西門購物中心目睹到報應正義，那是他們的軍方犯下的罪孽。」

青年黨宣稱，它的戰士在這起攻擊中殺害高達100人。但肯亞紅十字會表示，已證實30人喪生和60人受傷。

肯亞部隊於2年前進入索馬利亞，對抗青年黨，目前仍留駐索馬利亞境內，作為非洲聯盟部隊的一部分，支援獲國際支持的索馬利亞政府。

路透社引述卡達半島電視台表示，索馬利亞伊斯蘭主義激進組織「青年黨」告訴半島電視台，青年黨今天發動襲擊奈洛比購物中心行動。

路透社自奈洛比報導說，索馬利亞青年黨今天表示，它正與在肯亞首都攻擊購物中心的「聖戰士」聯繫，並稱這起攻擊行動是為了報復肯亞部隊在索馬利亞境內犯下的罪行。

青年黨發推文表示：「長久以來我們一直在我們的土地上對抗肯亞人，如今已到了轉移戰場和把戰爭帶回到他們領土上的時候。」
