【大紀元2013年07月30日訊】（大紀元記者周行報導）多倫多警察上週末擊斃一名在街車裡持刀的男青年，該事件引起來自社會的強烈反響。週一多倫多警察總長布萊爾召開新聞會，表達對死者的哀悼及承諾查出真相，同時特殊調查組（SIU）正在調查該事件。

特殊調查組調查期間，警方無權披露任何與該案有關的信息。但是，面對來自社會的強烈反響，布萊爾週一特別召開新聞會，表達對死者的哀悼，並稱徹查該案，給市民答案是他「最優先的任務」。

「我要以向死者家人及朋友表達最誠摯的慰問開始。」布萊爾說，他表示，已要求警方去聯繫死者家人，表達慰問和同情，提供任何能提供的支持。

他說：「作為父親，我能想像他們的悲痛，以及要求答案的需要。我們承諾盡最大努力，保證獲得這些答案。」

多倫多警察協會（Toronto Police Association）證實，事件中開槍的警員已遭停職。該名警察已任職6年，已停止執行常規職務，但沒有停薪。

警方承諾完全配合調查

據環球郵報報導，47歲的Martin Baron和妻子、兒子當時回家時路過現場，看到乘客們都跑下街車。他稱那疑犯當時是「完全靜止」。「事件升級非常、非常快，然後聽到槍聲。停止開槍後約30秒，他們用泰瑟槍擊他—你可以聽到泰瑟槍的聲音。」

一名路人錄下了視頻放在網上，引發人們大規模的討論和關注。布萊爾說，他看了網上的視頻，知道人們在尋找案發時的真相答案，想知道警官是否有其它選擇，可以避免這次的悲劇。「我也在尋求這些問題的答案。「

「我要向所有多倫多居民保證，找到他們需要的答案，是我們堅定不移的承諾。」布萊爾說，警方將與特殊調查組充分合作；同時，警方也會有內部調查。他將檢討有關的政策、程序及警隊訓練，看看是否都按要求做了。

「人們有權要求多倫多警局檢查警官的行為，保證警局的訓練及程序合理並被遵從。」布萊爾說，多倫多警局的所有成員，將完全配合特殊調查組的調查。

各方回應

安省省長韋恩（Kathleen Wynne）稱，這是一個悲劇，她向死者家人表示慰問，但因調查正在進行中，不便多說。

保守黨省議員Lisa Macleod也被問及這宗槍擊案時，她表達了同情，但不發表評論。

聯邦參議員Don Meredith也是多倫多Faith Alliance的執行總監，致力於應對年輕人暴力事件。Meredith當天在多倫多警局總部對媒體說，這件事觸動了所有人，「我們關心警官如何與人互動。」不過，Meredith說，他相信，「警察總長會獲得需要的答案」。

前多倫多警官、安全專家Ross McLean稱，他研究視頻後發現，槍聲過後，聽到6秒鐘的泰瑟槍聲。McLean對CBC說，如果警官多等1分鐘，持泰瑟槍的警官到了現場，就不用開槍了。同時，「他已經被射了6槍或9槍，躺在地上了，你還需要用泰瑟槍去擊他嗎？」

McLean認為，警官當時沒有與疑犯有合適的互動。他說，關鍵是要困住疑犯並與其溝通，「這警官將須要解釋，他為甚麼要使用這種水平的武力。」

第三代「彩虹勇士號」（Rainbow Warrior）昨天上午8點半抵達基隆港西1B碼頭，入港時有八家將迎接入港，並和船上20名志工一同祈福。彩虹勇士號將在基隆停留7天，並在本周六、日的上午10點至下午2點開放民眾登記參觀。

隸屬綠色和平組織的彩虹勇士號總長58公尺，是一艘遊艇改裝的綠能環保船。船身以環保塗料繪製，擁有隨風而行的A型船桅，並曾靠風力從斯里蘭卡航行至紐西蘭，第二代船艦曾於2011年1月到訪台灣。

彩虹勇士號上的船員和志工來自15個不同國家，有巴拿馬、瑞典、義大利等，對此趟台灣之旅充滿期待。紐西蘭籍船長Derek說，看到台灣這樣令人震撼的歡迎儀式，「令人印象深刻」。

李庭寬是彩虹勇士號上來自台灣的志工，已在船上生活一個多月，隨行記下船上點滴與船員故事，到訪過香港和南韓。

彩虹勇士號在8月5日將駛離基隆港，沿著台灣東、南邊海域航行，沿途將停靠綠島和台南安平港。彩虹勇士號將於8月10日、11日在安平港4號碼頭開放民眾參觀。
