已買/未買/已付訂金（元）： 未買 預算/用途： 大約10K 左右 主要用途會打打LOL 或用以拉等等繪圖軟體 或看些高畫質影片 CPU (中央處理器)：Intel i3-3240 MB (主機板)：INTEL H71 RAM (記憶體)：DDR3 1333 4GB VGA (顯示卡)：撼訊 7750 HDD (硬碟)：160G DVD-RW (燒錄機)：無 PSU (電源供應器)：350W CHASSIS (機殼)：一般機殼 (商品無說明) MONITOR (螢幕)：沿用 Mouse/KB (鼠鍵)：沿用 其它 (自填)： 主要是因為看到露天拍賣 http://goods.ruten.com.tw/item/show?21209044856539 這一台，有爬過類似文章查了一下規格，發現規格好像跟我需求的功能可以堪用， 應該加購個撼訊7750就能達到需求，不過為了保險起見，還是覺得應該來問一下版友 大大們。 除了加購 撼訊 7750 之外，PSU需要升級成450W嗎？350W夠用嗎？因為商品說明 沒有寫的很清楚，或許應該要加購其他東西嗎？還是大大們會推薦直接買其他牌品牌 機+購憾訊7750呢？ 謝謝版友大大們！ 總價 (未稅/含稅)： 7099+499+2500 = 10098 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 163.20.242.240

非典型貪污 正在侵吞人民血汗錢

「國際透明組織」（Transparency International）二○一三年「全球貪腐趨勢指數」（Global Corruption Barometer, GCB）報告，指出台灣每一百人中，有卅六人在過去一年曾以賄賂取得公共服務，貪腐指數達卅六％。雖然台灣廉政署長朱坤茂出面澄清，去年廉政署委外調查，公務員貪污比率只有三％，與國際組織調查的指數差距很大，然而事實上根據學者研究，在台灣貪腐的形態不僅是公務員A錢，貪腐型態漸趨多元化、以各種方式在蠶食鯨吞、嚴重侵蝕國家財政體質。本週日(7 /21)晚間六點到七點，FM89.3快樂聯播網TORO刑男大律師節目，將繼續播出日前在立法院舉辦的「誰A了我的錢 如何防治貪污」公聽會精彩實況，將不為人知的貪腐型態，攤在陽光下！

曾經調查研究台灣財經犯罪的台大法律學院教授陳志龍，發現台灣的財團犯罪非常嚴重，總金額至少在二千億元以上，嚴重財經弊案如太電案、博達案、股市禿鷹案、訊碟案、台開內線交易疑案、金控公司不法併購疑案、金融弊案掏空案等等，其中外逃之要犯達200餘人，對於國家整體經濟已造成嚴重不安因素。陳志龍提醒大家要重視的是系統性的貪腐、體系的腐化，而不是只針對一些很小貪腐，一直在嚴格辦理，而政府應該針對嚴重貪腐要有預防機制，能夠提出對策，甚至制裁。

節目中財團法人昇恒昌基金會執行長陳銀欉，提出另外一種型態的貪瀆—─稅官造法，運用各種名目增加稅收，讓自己升官發財。他舉例未上市櫃公司的現金增資案要課徵贈與稅的問題，前後做了3次的解釋都不一致，法務部跟經濟部的解釋認為是未上市櫃公司不符合贈與稅的課稅要件，結果財政部仍然依照實質課稅主義認為要課稅！陳銀欉表示，一般公司法的主管機關是經濟部，應該由經濟部來對現金增資案合不合法來作認定；再者贈與稅因為牽涉到民法的一個課稅要件，應該由法務部來進行解釋；第三個要不要課贈與稅，財政部是主管機關，但財政部不理這經濟部跟法務部的解釋，仍然一意孤行地要課稅。陳銀欉認為這些稅吏自喜開創稅目新市場，個個升官，記功嘉獎，當然違背官箴倫理，稱得上是系統貪瀆系統腐化，他呼籲尊重賦稅人權是另一種新思維。

而台北商業技術學院財政稅務系黃士洲副教授也指出，近年來我國公債越借越多，2009至2013年，平均每年舉債3,649億元，債務佔GDP比重約35%，若依國際標準計算，則是45%，已超過公債法上限。此外稅負結構也相當失衡，101年全國賦稅收入1兆7,967元中，營利事業所得稅佔3,677億元，普羅大眾負擔的綜合所得稅則有3,931億元、消費稅為5,825億元。顯見國家稅負大多壓在受薪階級。稅負漏洞若不補上，就造成有錢人合法避稅、受薪階級乖乖納稅的失衡現象。

中正大學財經法律研究中心教授黃俊杰表示，結構性貪汙造成的財政黑洞，竟然是以強制性稅收填補，造成納稅人的租稅人權受到侵犯，嚴重違反租稅公平的精神。而立委吳宜臻與尤美女也針對「誰A了我的錢 如何防治貪污」發表自己的看法，7 /21晚間精彩的TORO刑男大律師節目，千萬別錯過。

5至6月統一發票 千萬富翁上看12人

快找出發票！昨日電視現場直播開出今年五至六月期統一發票中獎號碼，若幸運對中「四○一四八三五四」特別獎號碼，就成為最新出爐的千萬富翁。財政部官員表示依過去千萬大獎開出張數及領獎人數預估，本期有機會誕生八至十二位千萬富翁。

五至六月期統一發票獎號昨天公布，特別獎號碼是「四○一四八三五四」；二百萬元的特獎號碼為「六四三四八○四六」。八月六日起，即可攜帶國民身分證及中獎統一發票收執聯至各直轄市及縣市指定郵局兌領獎金，最後領獎期限至十一月五日。

千萬大獎中獎人不知羨煞多少人，卻有人遲遲未出面領獎！財政部賦稅署提醒，三、四月發票千萬大獎仍有二位幸運得主尚未兌領，二百萬特獎也還有六位幸運兒未現身領獎。總計增開千萬大獎至今，已創造一二○位千萬富翁。

官員呼籲，三至四月時曾在北市酒泉街統一超商花一○五元買飲料，以及在北市民權東路六段統一超商花三十九買麵包與飲料的民眾，趕緊檢視手上發票。

三、四月二百萬元特獎部分，包括北投怡宥小吃店一○二三元餐費、花蓮吉安農會五○元冰品、台中太原路全家三十九元食品、台中大墩路統一超商三五五元食品、台鐵員林販賣部十五元飲料，以及在高雄鳥松區大埤路大東行的十元報紙都仍無人兌領。
