台68線接福高 爭設系統交流道

〔自由時報記者蔡孟尚／竹東報導〕台六十八線東西向快速公路要銜接福爾摩沙高速公路，只能先下芎林匝道再經由新中正大橋轉縣道一二二線後接上竹林交流道，用路人覺得相當不便，紛紛透過新竹縣議員羅吉祥、郭遠彰等民代爭設系統交流道。

納入二重交流道計畫爭取

新竹縣府對此表示，目前正和國道高速公路局研商增設福爾摩沙高速公路二重交流道，這項建議將納入二重交流道計畫中一併爭取。

交通部公路總局新竹工務段段長李文雄說，縣府先前也希望可以用延伸快速公路支線的方式銜接福高，但經評估後，發現會有快速公路或福高短距離匝道密集、高架道路落墩頭前溪河床不易養護等問題，因此沒有同意。

羅吉祥、郭遠彰等民代多次接獲用路人反映，台六十八線東西向快速公路在竹北匝道要銜接中山高速公路很快，但在芎林匝道要轉福爾摩沙高速公路，就得走一段比較長的平面道路，感覺不方便，希望可以增設封閉式的聯絡道讓他們一路維持高速上福高。

可化解交通瓶頸也更安全

有用路人說，目前新中正橋是芎林地區民眾往來新竹科學園區的交通要道，上下班尖峰時段的車流量相當大，如果小客車駕駛可以從東西向快速公路直接上福高，在尖峰時段避開這段交通繁忙的平面道路，相信對每天必走這段道路的通勤族來說也會比較安全。

羅吉祥說，他在上次縣議會定期會中提案爭取銜接東西向快速公路和福爾摩沙高速公路的聯絡道，就是希望通勤車輛和要上高速公路的車輛可以分流，這樣不但可以化解交通瓶頸，對要從快速公路轉高速公路的駕駛人來說，車速可以維持穩定，安全性也會大大提高。

高雄長期推動城市外交大有嶄獲，高雄市陳菊今日於市政會議上表示，高雄對國際行銷不遺餘力，任何國際旅展都積極參與，從去年起國際媒體受邀至高雄參訪更超過200多人，在各領域上都有報導績效，她相信市府從來不放棄任何提升高雄能見度的機會，未來國際展出、賽事大會及外媒參訪，愈加重視，全力推動。

新聞局長賴瑞隆補充，去年起參訪國家有中國大陸、日本、美國、英國、加拿大甚至遍及南美洲，露出報導提升高雄國際知名度。今年初英國知名雜誌《MONOCLE》介紹高雄引起國際媒體迴響；另外，加拿大渥太華第一大報《Ottawa Citizen》(渥太華公民報)專欄記者參訪高雄，隨後7月9日撰文稱讚高雄展現旺盛企圖心，從2009世運轉變、愛河、藝文廊帶、到亞洲新灣區建設，給予高度評價，讚譽有加。

此外，為鼓獎勵參加2013第27屆喀山世界大學運動會奪牌高雄選手，陳菊頒獎表揚，讚許為國爭光，榮耀高雄，她表示，選手的運動生命短暫，高雄規劃開出更多的教練，讓優秀的選手留在高雄貢獻所長，對未來生涯沒有後顧之憂。

中華代表團在本屆世界大學運動會共奪4金4銀7銅，高雄籍選手創下1金2銀2同的佳績，上午陳菊親自頒獎給李依真、戴資穎、林彥睿、郭浴雯及李花塵五位選手，期勉選手持續努力為國家、高雄爭光。陳菊說，高雄為健康、體育城市，為讓選手有更好的生涯，市府著手協助選手任職專任教練，培育後起之秀，適才發揮，提升高雄體育競技實力。

【綜合報導】台灣出現第一起狂犬病鼬獾咬人，狂犬病疫情各界擔心恐將全台擴散，由於所有動物都會感染狂犬病，包括人類，疫苗夠不夠、要不要打各方關切，人心惶惶下，有專家今天提出質疑，認為鼬獾染的類狂犬病毒與傳統狂犬病毒並不是百分之百相似，而台灣採購的都是針對傳統狂犬病病毒製造的疫苗或免疫球蛋白，對鼬獾的類狂犬病病毒感染是否有效？

　台灣省家畜衛生試驗所所長劉培柏今天投書《聯合報》以「傳統狂犬疫苗有效嗎」為題指出，世界各地存在的所謂「狂犬病病毒」是不太相同的，農委會向OIE報告的狂犬病病原，名稱為「Lyssavirus（麗沙病毒）」，根據2010年世衛組織（WHO）資料顯示，麗沙病毒屬中的病毒全世界至少有12種。這些病毒都可用市售狂犬病免疫螢光抗體染色試劑檢出。對犬隻等肉食獸有致病性的麗沙病毒，才被歸類於「狂犬病病毒」，其他11種僅在蝙蝠體內檢出，則為「類狂犬病病毒」。至今WHO尚未作鼬獾體內檢出病毒的歸類，他認為台灣鼬獾病毒，應歸類於「類狂犬病病毒」。

　他說，市售狂犬病疫苗，對麗沙病毒屬病毒的保護效力是否都一樣？取決於病毒基因組成、血清學交叉反應，和對動物的致病性差異。台灣發現的鼬獾病毒和犬隻狂犬病病毒基因比序，只有88％到92％的相似性，而台灣採購的都是針對傳統狂犬病病毒製造的疫苗或免疫球蛋白，其對鼬獾的類狂犬病病毒感染是否有效？有關單位應速究明。
