美國務卿到訪　以色列：將釋放巴勒斯坦重犯

【綜合報導】以色列總理納坦雅胡（Benjamin Netanyahu）周六指出，以巴重開會談符合其國家重要和策略性的利益，並感謝美國國務卿凱瑞（John Kerry）為促進雙方對話的努力。

周六稍早，以色列表示會釋放部份巴勒斯坦囚犯，包括多名已經囚禁多年的重量級囚犯。雖然確實釋放人數未明，但將以分段式進行，於數月內釋放350名囚犯，包括100名自1993年囚禁至今的囚犯。

據以色列人權組織B'Tselem表示，目前有4817名巴勒斯坦人被囚禁在以色列監獄。

因為本人手拙，覺得用觸控筆比用手指靈巧，所以想選購觸控筆，但目前相關的討論 很少。我自己看了一些價格目錄，但發現觸控筆的價差還蠻大的，高可以到1,300元 左右，低可以到200元以內，想請問大家這個價差代表的是什麼意思呢？(例如：比較 不傷手機螢幕、觸控比較靈敏…等之類的)，也希望大家能推薦一款平價且品質OK的 觸控筆，謝謝！ -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 122.118.40.17

為期三天的2013蘇澳冷泉文化節，21日進行眾所矚目的冷泉公主選拔，由目前任教於東光國中的體育老師陳辰靉奪得第一名，獲得十萬元獎金，她同時也獲得最佳人氣獎，可說是雙喜臨門，未來兩年將擔任觀光大使，協助行銷蘇澳的觀光休閒產業與景點。晚間由蘭陽戲劇團演出《穆桂英》，為今年的冷泉文化節劃下完美句點。

2013蘇澳冷泉文化節原定7月12日登場，因受蘇力颱風來襲影響，延至19日展開為期三天的精采節目。二年舉辦一次的蘇澳冷泉公主選拔，也於活動最後一天舉行決選，參賽的14名佳麗，由評審依舞台儀態、口才與台風、才藝表演、整體造型等進行評比。

21日下午6時舉行頒獎典禮，第一名陳辰靉，第二名張仁馨，第三名黃虹鳴；最佳人氣獎陳辰靉，最佳儀態獎林慧茹，最佳機智獎陳郁純，最佳口才獎蔣羽捷，最佳才藝獎黃于珈。第1名獎金10萬元、第2名5萬元，第3名3萬元。蘇澳鎮長林騰煌分別為得獎佳麗披上彩帶並戴上后冠，接受現場來賓、觀眾歡呼祝賀，許多親友則有備而來地紛紛上台獻花。

陳辰靉表示，二年前她就參加蘇澳冷泉公主選拔，獲得第三名，今年是在東光國中師生的鼓勵下，再度報名參賽，終於不負期望，獲得優勝，並獲得最佳人氣獎。值得一提的是，本身是蘇澳人的陳辰靉，畢業於台北市立台北體育學院，主修西式划船，2008年曾與超馬選手林義傑在冬山河一起拍攝奧運廣告。

洪案消失的30分鐘　網友爆：稱虐殺不為過

【綜合報導】陸軍下士洪仲丘枉死案，台大創傷醫學部主任柯文哲看完病歷時曾表示：洪仲丘的鈉離子值偏低，是跑那種長途馬拉松才有的現象，這一定是『被操很久』，而有網友21日晚間在台大批踢踢（telnet://ptt.cc）爆料回應：「柯文哲說中了。」並提到影片之所以消失，是因為有好幾個不能入鏡的官階，站在一旁袖手旁觀，而消失30分鐘發生的事，稱之為虐殺不為過。

網友21日晚間在台大批踢踢爆料表示：「柯文哲說中了，不斷的再喝水再喝水再喝水再喝水，去問前後一期關禁閉的人，都有目睹到那消失的影片檔，而且是親眼目睹。」

網友同時說到：「為什麼影片會消失，因為有好幾個不能入鏡的官階，站在一旁袖手旁觀，這些全都有被拍到，所以影片就消失了，我在7點多推文說看到"應該把人當人看"很哽咽，但是我沒想到居然晚點就聽到內幕，我真的真的很難過。」

網友並在最後不忍說到：「不要再讓我想起那畫面，不只是那個動作而已，那30分鐘發生的事情，稱之虐殺不為過。」引發網友熱烈轉載討論。

有網友直呼「好可怕」，要爆料網友出面「公布真相」，但也有不少網友質疑爆料真假，因該網友自己表示是「聽說的，無法證實任何事情。」

COMEX黃金收高0.7% 金銀ETF互有增減

紐約商品期貨交易所（COMEX）8月黃金期貨7月19日收盤上漲8.7美元或0.7%成為每盎司1,292.9美元，因油價上漲以及美元指數下跌0.2%，9月白銀期貨收盤上漲0.4%成為每盎司19.46美元。紐約商業交易所（NYMEX）10月鉑金期貨收盤上漲1.2%成為每盎司1,431.2美元，9月鈀金期貨上漲0.3%成為每盎司749.75美元。週線銀價下跌1.7%，金鉑鈀則上漲1.2%、1.7%、3.7%。

全球最大黃金上市交易基金（ETF）--SPDR黃金信託基金（GLD.US）19日黃金持有量減少2.71公噸成為932.46公噸。最大的白銀ETF--安碩白銀指數基金（SLV.US），白銀持有量增加75.02公噸成為10,284.02公噸。

中國大陸首批兩支黃金ETF--華安黃金易（華安易富黃金交易型開放式證券投資基金）和國泰黃金ETF（國泰黃金交易型開放式證券投資基金）認購期結束之後，7月19日雙雙公告合同生效。其中，華安黃金易募得人民幣12.08億元，國泰黃金ETF募得4.1億元。

彭博社報導，兩支黃金ETF募得逾16億元人民幣（2.6億美元），足以購買6公噸的黃金，但低於此前華安基金所預期的4億美元目標。路透社報導則稱華安基金此前透露的募集目標為20億至30億元人民幣。

巴克萊（Barclays PLC）在月度報告當中下調了部分金屬的價格預估，主要因為供應過剩的情況預期將會持續，以及大陸經濟放緩較預期更為疲弱的風險正在升高。巴克萊對2013年金銀鉑鈀的均價預估則分別為每盎司1,393美元、22.80美元、1,538美元、745美元。

中國人民銀行7月19日宣佈，決定自2013年7月20日起全面放開金融機構貸款利率管制。人行稱，全面放開貸款利率管制後，金融機構與客戶協商定價的空間將進一步擴大，有利於促進金融機構採取差異化的定價策略，降低企業融資成本。人行也表示，此次改革沒有進一步擴大金融機構存款利率浮動區間，主要考慮是存款利率市場化改革的影響更為深遠，所要求的條件也相對更高。

紐約商品期貨交易所（COMEX）2013年9月期銅7月19日收盤上漲0.3%成為每磅3.14美元，週線下跌0.5%。
