台積電董事長張忠謀2009年回任執行長時，曾不斷的針對匯率問題摃上央行總裁彭淮南，在這次法說會後，媒體再提問匯率問題時，張忠謀卻說出，「已放棄對匯率有任何看法」的回答，但他還是提出數據來佐證獲利遭匯率侵蝕的情況，他說，台積電從2009-2013年實質獲利率提升3.8個百分點，但如果排除匯率問題，實質獲利率可提升7.7個百分點。
張忠謀從2009年來針對新台幣匯率議題的發言，幾乎都是惹到央行總裁彭淮南，張忠謀的態度也從呼籲匯率適度貶值，到不評論，再到「已放棄對匯率有任何看法」。
不過，張忠謀還是提出數據來說明，他指出，從2009-2013年上半年，這段時間，新台幣兌美元匯率從32.87元升值至29.66元，同時間，台積電實質獲利率提升3.8個百分點，但如果排除匯率問題，台積電實質獲利率可提升7.7個百分點。
