美國國務卿柯瑞31日坦承，美國監聽德國總理梅克爾手機的行動被披露後，美德關係經歷了一段「艱難時期」。被問到美國政府是否會應德國要求簽署不監控協議，柯瑞只說，梅克爾正在與歐巴馬「商量」這件事。
