「軍事審判法部分條文修正案」日前立法院已三讀通過，承平時期軍人犯罪不必送軍事審判，改為一般司法體系偵辦。洪家家屬質疑總統府未依法公告，總統府副發言人馬瑋國12日表示，下午已收到立法院咨文，目前正在處理行政程序，必須等總統馬英九返台後才能公布，公布生效後，將分兩階段執行。

據報導，洪仲丘冤死一案促成軍事審判法部分條文修正案，日前立法院已三讀通過，承平時期軍人犯下凌虐部屬、阻撓部屬陳情、殺人、性侵、竊盜等罪，回歸一般司法程序審理。洪家家屬質疑三讀通過後，總統未依程序公告。

對此，立法院長王金平對此回應，法院在12日下午將陳情書交給總統府，等待總統公布新法。總統府副發言人馬瑋國今天說，對此表示，目前已收到新法文件，目前正依行政程序處理中，將依憲法規章召告公開。

雙北齊放煙火 逾20萬人觀賞

　〔記者李幸福新北市報導〕雙北暑假最大慶典活動「二○一三大稻埕音樂煙火節V.S三重花火戀」，昨晚在台北市大稻埕和新北市三重區的忠孝碼頭同步舉行，耗費六百萬元施放高低空及水面特效煙火吸引近廿萬人觀賞，副市長李四川特地致贈象徵愛情的三百五十朵玫瑰花給舞台前的民眾，在情人雨煙火襯托下增添將至的七夕氣氛。

下午就到現場卡位的張先生說，台北市大稻埕煙火施放，最佳的觀賞點是在新北市三重忠孝橋下的堤防或是台北橋上，本身熱愛攝影，加上攝影器才又重，所以和同好提早鎖定煙火的拍攝點。

主辦單位三重區公所表示，現場邀清「原來如此」原住民樂團，演唱情歌來暖場，用渾厚深情嗓音撥動民眾熱情，副市長李四川與台北郝市長於八點卅分透過視訊連線，共同點燃民眾期待的煙火，今年特別訂製彩色瀑布煙火，將整座忠孝橋變身為彩色銀河瀑布，搭配最具浪漫氣息的情人雨煙火，與採用跑動式的單排特效煙火，就像舞者在美麗的淡水河面盡情的舞蹈，羅漫蒂克氣氛遍佈整個夜空。

WTO、網際網路是讓世界改變的重大因素，而讓新世代高學歷高失業率的重要因素卻很少人發現，也是上述因素造成，因為金流通了、物流通了、當然"人才"也通了，這幾年像中國、韓國、東南亞國家每年造就幾千萬上億的高學歷人才，這些人才到歐美國家繼續升造，以德國為例，德國政府會為中國籍留學生和前五百大企業作人才媒介，成功后會提供中國留學生各項優惠，甚至取得德國護照，之后德國企業再把這些人才派駐中國，讓這些人替德國企業賺錢；
世界變得不一樣了，政府、學術機構、學者若還是一樣的思維，那台灣不是邊緣化，是完蛋；
