台北昨天高溫39.3度，創下氣象站設站117年來的新紀錄，天氣熱到不像話。中央氣象局表示，由於太平洋高壓籠罩台灣上空，加上大陸熱空氣影響，今天全台各地高溫炎熱，大台北地區高溫38度，東北部高溫35度，其他地區33、34度，明天太平洋高壓雖然減弱，但大台北地區高溫可達36度，還是偏熱！

氣象局指出，今天清晨2時位於菲律賓東方海面有熱帶性低氣壓形成，有機會增強為今年第11號颱風「尤特」(美國命名)。

【中央社／台北9日電】天氣風險公司總經理彭啟明表示，今天仍然是大熱天，預計台北的高溫有機會在攝氏38或39度以上。

彭啟明在臉書(facebook)指出，預計這樣的熱天還有一、兩天，從下週開始，太平洋高壓就會減弱，新的熱帶低壓正在發展，明、後兩天有機會發展成為今年第11號颱風。

他說，台灣這兩天會這麼熱，主要是和太平洋高壓的位置就在台灣上空，水氣少，萬里無雲，陽光直射；台北熱是因為台北都會區是盆地，當高壓籠罩，風速較弱，缺乏冷熱空氣交換，加上都會密集群聚的熱島效應，才是氣溫破紀錄的「凶手」。

彭啟明表示，熱浪是都市發展的新型危害，一年雖然只有幾天，但要是發生，真的很麻煩，容易有些意外事件發生，大家不能輕忽。

【張麗娜╱台北報導】國內政局紛擾，民進黨前主席蔡英文上午在10多位綠委陪同下舉行記者會，再度呼籲馬英九總統召開國是會議，就國防改革、核四爭議、兩岸談判監督機制、年金改革、修《公投法》等議題，凝聚共識，希望馬總統回應人民要求，儘速召開。

對於總統府昨提出朝野領袖國政會談，蔡說，請馬總統不要客套，不要講形式、小節，應儘速召開，她也請小英基金會執行長林全邀集各政黨及公民團體正式拜會總統府，就國是會議細節進行討論。

蔡說，這個會議的召開是要救這個國家，不是政治人物個人舞台，也不會是國民黨跟民進黨之間的問題，目的是要建構一個平台，讓台灣社會能做有效全面性的溝通，希望全民共同參與，面對這個國家種種的危機與挑戰。蔡強調，這不是一人一黨利益，也無關政黨競爭與成敗，這會議的召開是刻不容緩的。

蔡說，社會不安的情緒在上周六白衫軍上街已達頂點，當公民團體走上街頭，民進黨是在體制內的熟悉國家運作政黨，應負什麼樣的責任？她說，台灣公民社會已日趨成熟，應搭建可以對話的平台，這是成熟公民社會，現行體制無法支應，最重要的是建立平台，「大家一起救這個國家」。

上午陪同蔡英文召開記者會的綠委包括陳其邁、蕭美琴、李昆澤、管碧玲、尤美女、陳明文、趙天麟、姚文智、蔡煌瑯、鄭麗君、陳潔如、黃偉哲、許智傑及台聯立委許忠信、黃文玲。
