民進黨立委薛凌發布新聞稿說，陸軍542旅在士官長陳以人及上士范佐憲主導下，任意指示連上四位下士參與士官評議會，在陳范兩人要求下，以長官特別交代為由，要求這四位下士將洪仲丘送禁閉，這四位下士後來發現自己成為將洪仲丘送往死路的無辜參與者，已有人自責，出現憂鬱現象。軍方應該派心輔官，隨時注意他們的狀況。
