記者林修卉／台北報導 立法院司法及法制、外交及國防委員會31日聯席審查《軍事審判法部分條文修正草案》，國防部副部長楊念祖在答詢時坦言，洪仲丘案發生後，沒有盡到督導的責任，沒有督導行政體系把真相查出來，他曾口頭請辭，但被慰留。 民進黨立委林佳龍質詢指出，洪仲丘案發生時，國防部長高華柱在國外，由楊念祖代理，現在高華柱下台，反而升官，「你會不會過意不去？」 楊念祖回答說，「我相當不願意去接這個位置。」他強調，就是因為感到內疚、沉重的傷痛，所以會帶領所有同仁，儘量把這個這件事處理好。
