影子銀行2015年須完全遵守首套全球規範

20國集團（G20）峰會9月5日至6日在俄羅斯登場時，各國領袖料將支持由金融穩定委員會（FSB）提出的方案，要求規模60兆美元的影子銀行體系2015年前須完全遵守首套全球規範。

這些改革措施包括監管當局須蒐集不同部門的細節資料，以發現更廣泛的風險。各國監管當局也須具備一套工具，以推行各種措施，包括要求業者提列資本和流動性準備金，或暫時限制用證券交易現金，以避免貨幣市場基金遭擠兌等。

這套規定的用意，是抑制影子銀行體系過度涉險，但FSB也已尋求平衡提案，以免傷害這個對經濟融資至關緊要的產業。

影子銀行是各種金融中介機構，包括信用投資基金、指數股票型基金（ETF）、信用避險基金、私募股權基金和證券化與金融業者等，但卻無法取得央行支持或存款保險和債務擔保等保護措施。

FSB明年初起將正式檢查遵守情形，明年向G20報告進展。
