從美國網站購物送到台灣被課反傾銷稅46%合理嗎

我從美國網站購買了一雙美國品牌的鞋靴, 商品價格約台幣七千,
因為常常從美國網站購物所以有心理準備會被課稅,
可是今天接到FEDEX電話他們要課我三千塊台幣的稅因為這雙鞋是中國製造, (網站並無標明是中國製造)
我多年來在美國網站購物也有收到後發現是中國製造的美國品牌也沒被課過這種稅,
問題是我是從美國網站訂購的! 這樣未免也太不公平!
有什麼方法可以申訴嗎?
