蘋果推出Apple Pay後，是否無意間，接下了金融管理的新擔子？喬治城大學法學教授Adam Levitin在部落格中，提出了此一問題。

具有金融管理專業的Levitin懷疑答案是肯定的。

他說：「我認為蘋果無意間，變成了受規範的金融機構。基本上，我認為蘋果現在是「服務供應商」，執行消費者金融保護法。這意味蘋果將受到CFPB的監督，與UDAAP條款的規範。」

CFPB係指消費者金融保護局。UDAAP代表「不公(unfair),詐欺(deceptive)或不當動作與行為(abusive acts and practices)」，此一法規條款被形容是CFPB兵器庫中，最危險的利器。
